As Hendrick Home for Children lays out plans for a major renovation, Abilene's City Council is discussing whether it's time to reconsider the city's Historic Preservation Ordinance.  The ordinance, which was enacted in 1985, provides over $50,000 a year in property tax reductions to assist owners in the maintenance and rehabilitation of their historic properties.  But some City Council members are concerned that the ordinance gives Abilene too much power if a property owner does not want the designation.  KACU's Haley Remenar spoke with Assistant City Manager, Mindy Patterson.
